Yes, the arms are attached to a cylinder casing that allows the bars to rotate a full 360 degrees. There is no need to detach and reattach the arms, as the cylinder will allow them to move freely.?

The dimensions of the base are a diameter of 9.4" and a height of 1.5".?
How much assembly is required?A
There is not much assembly required for this product. The rail and arms will come assembled; however, you will just have to thread the base to the towel rail.
