How do the arms "shift" from side to side? Do the arms rotate 180 degrees? Do they slide through the center post? Do you they detach from one side and reattach on the other side?

Yes, the arms are attached to a cylinder casing that allows the bars to rotate a full 360 degrees. There is no need to detach and reattach the arms, as the cylinder will allow them to move freely.

There is not much assembly required for this product. The rail and arms will come assembled; however, you will just have to thread the base to the towel rail.
